The Speaker advised the House of the death on 29 May 2013 of Hon Dame Margaret Kerslake Shields, DNZM, QSO.

The Speaker expressed on behalf of the House the sense of loss sustained and sympathy with the relatives of the late former member, and members stood and observed a period of silence as a mark of respect to her memory.

5. Debate on matter of urgent public importance

The Speaker notified the House that David Clendon had indicated his desire to move, That the House take note of a matter of urgent public importance, for the purpose of debating the riot that occurred on 1 June 2013 at the Spring Hill Corrections Facility.

The Speaker informed the House that he had declined the application.

The Speaker also notified the House that Metiria Turei and Chris Hipkins had each indicated their desire to move, That the House take note of a matter of urgent public importance, for the purpose of debating the findings of the Ministerial Inquiry into the Novopay School Payroll System.

The Speaker stated that priority would be given to the first application received.

Resolved, That this House note Germany’s ratification of the amendment to the Rome Statute of the International Criminal Court adopted in Kampala in 2010 accepting the criminalisation of acts of aggression arising from the illegal use of force in international relations, note that this brings the number of States parties ratifying the Kampala amendment to six, and urge that New Zealand move to become one of the founding 30 ratifying countries needed by 2017 in order to implement this amendment (Dr Kennedy Graham).

    Resolved, That this House note the recent report of the United Nations Special Rapporteur on human rights in Cambodia, which addresses the issue of election organisation and makes a number of recommendations in order for Cambodia’s general election in July 2013 to meet international standards for democratic elections and for urgent and long-term reforms to give Cambodians confidence in the electoral process, and call on the Cambodian Government to hold free and fair elections in 2013 and to ensure that Opposition parties are able to participate fully in Cambodian politics without physical or judicial harassment or intimidation, including Opposition Leader, Sam Rainsy, as recommended by the United Nations Special Rapporteur (Hon Phil Goff).

    The Speaker informed the House that participants in the Pacific Parliamentary and Political Leaders Forum were within the precincts of the Chamber.

    The participants were welcomed with applause.

    The introduction of the Credit Contracts and Financial Services Law Reform Bill was announced and the bill set down for first reading.

    6. Government orders of the day

    Government motion—Pacific Parliamentary Forum

    Resolved, That the House note the Pacific Parliamentary Forum being held this week at Parliament and that it acknowledge the needs and aspirations of all Pacific peoples, and the contribution New Zealand can make as an integral part of the Pacific region, to enhance its relationship with all Pacific people (Hon Hekia Parata).
