Organisations working within the parliamentary precincts

Several organisations work within the parliamentary precincts to support members of Parliament. The two parliamentary agencies are the Office of the Clerk of the House of Representatives and the Parliamentary Service. The three executive agencies are the Parliamentary Counsel Office, the Department of the Prime Minister and Cabinet and the Department of Internal Affairs’ Executive Government Support business unit.

Office of the Clerk

The Office of the Clerk of the House of Representatives provides services to Parliament, as distinct from services to the Government, and is the legislature’s secretariat. It provides specialist advice on procedure and parliamentary law and secretariat services to the House and to its select committees.

Parliamentary Service

The Parliamentary Service provides administrative and support services to the House and members of Parliament, including administering the payment of funding entitlements provided to members for parliamentary purposes. Other services include: policy advice to the Speaker; secretarial, personnel and accounting services; research and information services; and building and operations management. Services provided to the public include public tours, educational services for schools, a visitor centre and gift shop and the Parliamentary Information Service.

Parliamentary Counsel Office

The Parliamentary Counsel Office is New Zealand’s law drafting office. It is responsible for drafting most New Zealand legislation, and for publishing New Zealand Acts of Parliament and Statutory Regulations, both in hard copy and on the New Zealand Legislation website.

Department of the Prime Minister and Cabinet

The Department of the Prime Minister and Cabinet serves the Executive with high quality, impartial advice and support services to assist Government decision-making.

It is one of three central agencies responsible for coordinating and managing public sector performance. The others are the State Services Commission and Treasury.

Executive Government Support (part of Department of Internal Affairs)

Executive Government Support provides Ministers with a range of services that assist in the smooth operation of New Zealand's executive government, facilitates visits by guests of Government, provides a translation service that is available to Ministers and the general public, and publishes the New Zealand Gazette.

Ministerial Services provides the Executive with a range of support services. These include administrative, accounting, personnel, information technology, facilities management, and residential property services, advisory services and a media and communications unit. Ministerial Services is responsible for employing all staff in ministerial offices and administers the Beehive website (see Related Links on this page).
