Environment Canterbury, Report on Performance—Establishment of Ministerial Committee

Mr SPEAKER: I have received a letter from the Hon Shane Jones seeking to debate under Standing Order 380 the decision to establish a committee of Ministers to consider the recommendations to the Government in the report entitled Investigation of the Performance of Environment Canterbury under the Resource Management Act and Local Government Act. This is a particular case of recent occurrence and involves the administrative responsibility of the Government. The report has been received and a committee of Ministers has been established to consider the report’s recommendations. However, the Government has not yet formed a view on the major changes proposed in the report. Although on occasions the release of a report may warrant an urgent debate, the circumstances must be exceptional. Although the issue is an important one, the time to consider this report’s recommendations will be when decisions on them are made and any necessary legislation comes before the House. In these circumstances I do not believe that setting aside the House’s business for an urgent debate today can be justified. The application is therefore declined.
