The House met at 2.00 pm.

Prayers

1. Death of former member

The Speaker advised the House of the death on 18 August 2009 of Dr Anthony Trevelyan (Rufus) Rogers QSO, a former member of the House of Representatives.

The Speaker expressed on behalf of the House the sense of loss sustained and sympathy with the relatives of the late former member, and members stood and observed a period of silence as a mark of respect to his memory.

2. Introduction of distinguished visitors

The Speaker informed the House that a parliamentary delegation from the Parliament of the Commonwealth of Australia led by Senator Kate Lundy, Chair of the Joint Standing Committee on the National Capital and External Territories, was within the precincts of the Chamber. The delegation was welcomed with applause.

The Speaker also informed the House that Andrew Rosindell MP, Shadow Minister for Home Affairs from the House of Commons, United Kingdom, was within the precincts of the Chamber. The member was welcomed with applause.

3. Papers

The Speaker presented one paper (see Related links for papers published under the authority of the House and papers presented).

4. Select committee reports

The presentation of six reports was announced.

7. Applications to debate a matter of urgent public importance

The Speaker notified the House that John Boscawen had indicated his desire to move (for the purpose of debating the Government’s response to the results of the Citizen’s Initiated Referendum on the question “Should a smack as part of good parental correction be a criminal offence in New Zealand?”), That the House take note of a matter of urgent public importance.

The Speaker informed the House that he had declined the application.

The Speaker also notified the House that Hon Phil Goff had indicated his desire to move (for the purpose of debating the Cabinet’s decision not to include Māori seats on the new Auckland Council), That the House take note of a matter of urgent public importance.

The Infrastructure Bill was read a first time and stood referred to a select committee.

Resolved, That the Transport and Industrial Relations Committee consider the bill, that the committee report finally to the House on or before 13 November 2009, and that the committee have authority to meet at any time while the House is sitting (except during oral questions), and during any evening on a day on which there has been a sitting of the House, and on a Friday in a week in which there has been a sitting of the House, and to meet outside the Wellington region during a sitting of the House, despite Standing Orders 187, 189, and 190(1)(b) and (c) (Hon Georgina te Heuheu for Hon Bill English).
