Recent developments in Tonga

Resolved, That this House congratulate King George Tupou V of Tonga on his approaching coronation, welcome his assurance that he is to voluntarily surrender most of his power to promote the democratic aspirations of his people, and look forward to the continued advancement of democracy in Tonga (Hon Peter Dunne).

2. Introduction of distinguished visitor

The Speaker informed the House that the participants in the Political Exchange from the Commonwealth of Australia, led by Mr Michael Johnson, were within the precincts of the Chamber.

The participants were welcomed with applause.

3. Papers

The Speaker presented one paper.

4. Select committee reports

The presentation of three reports was announced.

6. Application to debate a matter of urgent public importance

The Speaker notified the House that Hon Dr Nick Smith had indicated his desire to move (for the purpose of debating the report of the Parliamentary Commissioner for the Environment on the investigation into the remediation of the contaminated site at Mapua), That the House take note of a matter of urgent public importance.

The Speaker informed the House that she had declined the application.

Lawyers and Conveyancers Amendment Bill (No 2)

The order of the day for consideration in Committee of the Lawyers and Conveyancers Amendment Bill (No 2) was called.

Instruction to Committee

By leave, agreed that it be an instruction to the Committee of the whole House on the Lawyers and Conveyancers Amendment Bill (No 2) that it have the power to consider, and if it thinks fit, adopt the amendment in the name of Dail Jones to section 107(1) of the Lawyers and Conveyancers Act 2006 to enable the New Zealand Law Society’s practice rules to bind incorporated law firms and former incorporated law firms as well as lawyers and former lawyers.

The House resolved itself into Committee to consider the Lawyers and Conveyancers Amendment Bill (No 2).

Fisheries Act 1996 Amendment Bill (No 2)

The House resumed the interrupted debate on the question, That the Fisheries Act 1996 Amendment Bill (No 2) be now read a first time.

The bill was read a first time and stood referred to a select committee.

Resolved, That the Fisheries Act 1996 Amendment Bill (No 2) be considered by the Primary Production Committee, that the committee report finally to the House on or before 25 August 2008, and that the committee have authority to meet at any time while the House is sitting except during oral questions, and during any evening on a day on which there has been a sitting of the House, and on a Friday in a week in which there has been a sitting of the House, despite Standing Orders 192 and 195(1)(b) and (c) (Hon Rick Barker for Hon Jim Anderton).

The Speaker informed the House that the Honourable Toke Talagi, Premier of Niue, was within the precincts of the Chamber.

The Premier was welcomed with applause and accorded a seat on the left of the Chair, and members of his delegation were welcomed with applause.

The presentation of one petition was announced.

4. General debate

Gerry Brownlee moved, and the question was proposed, That the House take note of miscellaneous business.

The House resolved itself into Committee to further consider the Corrections (Mothers with Babies) Amendment Bill, and to consider the Waste Minimisation Bill.
