Prayers

1. Death of former member of House of Representatives

The Speaker advised the House of the death on 14 July 2009 of Hon William Lambert (Bill) Young CMG, a former member of the House of Representatives.

The Speaker expressed on behalf of the House the sense of loss sustained and sympathy with the relatives of the late former member, and members stood and observed a period of silence as a mark of respect to his memory.

2. Member sworn

David James Shearer presented himself at the bar of the House, was called forward to the Chair by the Speaker, made the affirmation required by law, and took his seat in the House.

3. Papers

Two papers were announced as published under the authority of the House (see Related links for papers published under the authority of the House).

4. Select committee reports

The presentation of nine reports was announced.

The Trade (Safeguard Measures) Bill was set down for second reading.

The following reports were set down for consideration:

  • Report from the Controller and Auditor-General on How government departments monitor Crown entities
  • Report from the Controller and Auditor-General on Central government: Results of the 2007/08 audits
  • Reserve Bank of New Zealand’s monetary policy statement, June 2009

Tariff (AANZFTA) Amendment Bill and Customs and Excise (AANZFTA) Amendment Bill

The Tariff (AANZFTA) Amendment Bill and the Customs and Excise (AANZFTA) Amendment Bill were read a third time.

Government motion—Appointment of Judicial Conduct Commissioner

Resolved, That, pursuant to section 7(2) and clause 1(1) of Schedule 2 of the Judicial Conduct Commissioner and Judicial Conduct Panel Act 2004, this House recommends His Excellency the Governor-General appoint David Rendel Kingston Gascoigne DCNZM CBE of Wellington as the Judicial Conduct Commissioner for a term of five years from the date of appointment having noted that the Attorney-General advises this House, in accordance with section 7(3) of the Act, that the Chief Justice has been consulted about the proposed appointment (Hon Christopher Finlayson).

The Port Nicholson Block (Taranaki Whānui ki Te Upoko o Te Ika) Claims Settlement Bill was read a second time and set down for Committee stage next sitting day.

Disputes Tribunals Amendment Bill

The Disputes Tribunals Amendment Bill was read a second time and set down for Committee stage next sitting day.

Securities Disclosure and Financial Advisers Amendment Bill

The Speaker declared the House in Committee for consideration of the Securities Disclosure and Financial Advisers Amendment Bill.

The report was adopted and the bills were set down for third reading next sitting day.

Insolvency Amendment Bill

The Insolvency Amendment Bill was read a second time and set down for Committee stage next sitting day.

3. Application to debate a matter of urgent public importance

The Speaker notified the House that Hon David Parker had indicated his desire to move (for the purpose of debating the Government’s announcement of the establishment of the 2025 Taskforce, and the appointment of Dr Don Brash as its Chair), That the House take note of a matter of urgent public importance.

The Speaker informed the House that he had declined the application.

4. General debate

Hon Phil Goff moved, and the question was proposed, That the House take note of miscellaneous business.

The motion lapsed.
