Commerce

The committee met on 15 October to consider the report from the Parliamentary Commissioner for the Environment on Smart electricity meters: How households and the environment can benefit, the Regulatory Improvement Bill, and the Radio New Zealand Amendment Bill.

The committee will next meet on 22 October to hear evidence on the 2008/09 financial review of New Zealand Post Limited, and to consider the petition of John Andrew Dickson, the Radio New Zealand Amendment Bill, the Regulatory Improvement Bill, and the Patents Bill.

Education and Science

The committee met on 14 October to hear evidence on the Education (Polytechnics) Amendment Bill, and to further consider the Education (Freedom of Association) Amendment Bill, the petition of Dr Muriel Newman and the 2008/09 financial reviews.

Finance and Expenditure

The committee met on13 October to consider the Climate Change Response (Moderated Emissions Trading) Amendment Bill. It met a second time on 14 October to continue its consideration of the Taxation (Consequential Rate Alignment and Remedial Matters) Bill, the Methodist Church of New Zealand Trusts Bill, and the Climate Change Response (Moderated Emissions Trading) Amendment Bill. It met for a third time on 15 October to hear evidence on the Climate Change Response (Moderated Emissions Trading) Amendment Bill.

The committee will next meet on 20 October to continue to hear evidence on the Climate Change Response (Moderated Emissions Trading) Amendment Bill. It will meet again on 21 October to continue the hearings and to hear evidence from the Reserve Bank of New Zealand on the 2008/09 financial review of the Reserve Bank of New Zealand.

Foreign Affairs, Defence and Trade

The committee met on 15 October to consider and hear submissions on the Cluster Munitions (Prohibition) Bill, hear submissions on the International treaty examination of the United Nations Convention against Corruption, and to consider the Antarctica (Environmental Protection: Liability Annex) Amendment Bill, the report from the Controller and Auditor-General on New Zealand Defence Force: Progress with the Defence Sustainability Initiative, the petition of Charmaine Deng for the Falun Dafa Association of New Zealand, and its inquiry into New Zealand’s relationships with South Pacific countries. It also received a briefing from the New Zealand Baha’i community.

The committee will next meet on 22 October to hear submissions on the Antarctica (Environmental Protection: Liability Annex) Amendment Bill, and to consider the petition of Edwina Hughes, its briefing from the New Zealand Baha’i community, and its inquiry into New Zealand’s relationships with South Pacific countries.

It also considered the Crimes (Provocation Repeal) Amendment Bill, the Limitation Bill, the petitions of Timothy Grigg and Penelope Bright, its inquiry into the 2008 general election, and the 2008/09 financial review of the Parliamentary Counsel Office.

The committee will next meet on 22 October to hear evidence on the Search and Surveillance Bill, and consider the Limitation Bill.

Law and Order

The committee met on 14 October to hear evidence from the State Services Commissioner on the Report from the Controller and Auditor-General on Department of Corrections: Managing offenders on parole.

Local Government and Environment

The committee met on 15 October to hear evidence on the Public Works (Offer Back of and Compensation for Acquired Land) Amendment Bill and three petitions relating to the location of cellphone towers.

The committee will next meet on 22 October to hear evidence on the Public Works (Offer Back of and Compensation for Acquired Land) Amendment Bill and the Sustainable Biofuel Bill, and consider the three petitions relating to the location of cellphone towers. It will also receive a briefing on capital projects identified in 2009-2018 long-term council community plans.

Māori Affairs

The committee met on 14 October to consider its inquiry into the operation of the Māori Community Development Act 1962 and related issues, its briefing on Māori educational achievement, and its inquiry into the tobacco industry in Aotearoa and the consequences of tobacco use for Māori. It also heard evidence on the petition of Peter Henry Edward Bloomer and considered the Waikato-Tainui Raupatu Claims (Waikato River) Settlement Bill.

The committee will next meet on 21 October to further consider its inquiry into the operation of the Māori Community Development Act 1962 and related issues, and its briefing on Māori educational achievement. It will also consider its inquiry into the financial performance and current operations of the Māori Television Service for the financial year ending 30 June 2009, and will meet with Alex Fergusson, Presiding Officer of the Parliament of Scotland.

Primary Production

The committee met on 15 October to hear evidence on the Report from the Parliamentary Commissioner on Change in the High Country: Environmental stewardship and tenure review, and to consider the Biosecurity Amendment Bill and its visit to Australia.

The committee met on 15 October to consider recently promulgated statutory regulations, regulation-making powers in the Infrastructure Bill, and the complaint regarding the Medicines Regulations 1984.
