4675 (2012). Hon Phil Goff to the Prime Minister (08 Jun 2012): Further to his answer to written question 03990, should the Cabinet have been 'fully sighted' on the proposed changes to the Ministry of Foreign Affairs and Trade, if so why, if not why not?
Rt Hon John Key (Prime Minister) replied: Yes. Although these matters are the responsibility of the Chief Executive, given the strategic role of the Ministry and the breadth of the changes Ministers would expect to have been aware of the details of the proposal.
