The House met at 2.00 pm.

Prayers

1. Petitions

The presentation of the petition of Southland Agricultural and Pastoral Association Incorporated, requesting that the Southland Agricultural and Pastoral Association Empowering Bill (Eric Roy) be introduced, was announced.

An endorsement by the Clerk of the House that Standing Orders had been complied with was read by the Speaker.

The presentation of one further petition was announced.

Two papers were ordered to be published.

3. Select committee reports

The presentation of five reports was announced.

The following bills were set down for second reading:

  • Communications Legislation Bill
  • Insolvency Law Reform Bill
  • KiwiSaver Bill
  • Te Arawa Lakes Settlement Bill.

The report on the Investigation into deemed regulations that are not presented to the House of Representatives was set down for consideration.

The introduction of the Southland Agricultural and Pastoral Association Empowering Bill was announced and the bill set down for first reading.

5. Government motion

Death of Te Arikinui Dame Te Atairangikaahu, onz, dbe

Resolved, That this House notes with sadness the death of Te Arikinui Dame Te Atairangikaahu, Member of the Order of New Zealand, Dame Commander of the Most Excellent Order of the British Empire; conveys its deepest sympathy to Dame Te Ata’s family, the Kingitanga and all Māori people; and, as a mark of respect to Dame Te Ata’s memory, this House do now adjourn (Rt Hon Helen Clark).

Moment of silence

Members stood and observed a period of silence as a mark of respect to the memory of the late Te Arikinui Dame Te Atairangikaahu.

1. Introduction of distinguished visitors

The Speaker informed the House that members of the Committee for Labour and Social Services from the Bundestag, Federal Republic of Germany, led by Dr Ralf Brauksiepe, were within the precincts of the Chamber.

The members were welcomed with applause.

2. Select committee reports

The presentation of two reports was announced.

The report on the Briefing from the Human Rights Commission on women’s participation in governance, professional, and public life was set down for consideration.

3. Introduction of bills

The introduction of the Weathertight Homes Resolution Services Amendment Bill was announced and the bill set down for first reading.

4. Questions for oral answer

Twelve questions to Ministers were answered.

5. General debate

Dr Don Brash moved, and the question was proposed, That the House take note of miscellaneous business.

The motion lapsed.

Complaint about Animal Welfare (Layer Hens) Code of Welfare 2005

The order of the day for consideration of the report of the Regulations Review Committee on the Complaint about Animal Welfare (Layer Hens) Code of Welfare 2005 was called.

No member moved a motion relating to the report, and the order of the day was discharged.

1. Death of former member of the House of Representatives

The Speaker advised the House of the death on 23 August 2006 of John (Jack) Wallace Ridley, QSO, a former member of the House of Representatives.

The Speaker expressed on behalf of the House the sense of loss sustained and sympathy with the relatives of the late former member, and members stood and observed a period of silence as a mark of respect to his memory.

2. Business statement

The Leader of the House made a statement relating to the business of the House.

3. Papers

One paper was ordered to be published.
