The Speaker advised the House that she had received a letter from Georgina Beyer resigning her seat in the House with effect on 16 February 2007.

2. Return of member

The Speaker informed the House that she had been advised by the Chief Electoral Officer that, pursuant to section 137 of the Electoral Act 1993, Lesley Frances Soper had been declared to be elected a member of the House of Representatives in place of Georgina Beyer.

3. Member sworn

Lesley Frances Soper presented herself at the bar of the House, was called forward to the Chair by the Speaker, took the Oath of Allegiance required by law, and took her seat in the House.

8. Debate on Prime Minister’s Statement

The House resumed the interrupted debate on the question, That this House has no confidence in the Government led by Helen Clark because it lacks any vision or purpose apart from getting re-elected, it refuses to be accountable or responsible for the public services it oversees, it is tired and bereft of ideas, and all it can offer New Zealand is a collection of empty slogans, and the amendment proposed thereto.

On the question, That the amendment (in the name of Heather Roy) be agreed to, the votes were recorded as follows:
