The presentation of 13 reports was announced.

The report on the Briefing from Rt Hon Helen Clark, Administrator of the United Nations Development Fund, was set down for consideration (see Related links for select committee reports).

The introduction of the Social Assistance (Future Focus) Bill was announced and the bill set down for first reading.

7. Member’s motion

Academic record of Hon Steven Joyce

Hon Trevor Mallard moved, and the question was proposed, That the House congratulate Hon Steven Joyce for having his degree conferred 21 years after he started it.

Hon Gerry Brownlee moved, That the question be now put. The Speaker declined the motion.

The Speaker notified the House that Hon Phil Goff had indicated his desire to move (for the purpose of debating the proposal to introduce joint ministerial approval for access to Crown Land), That the House take note of a matter of urgent public importance.

The Speaker informed the House that he had declined the application.

Courts (Remote Participation) Bill

The House resumed the interrupted debate on the question, That the Courts (Remote Participation) Bill be now read a first time.

The Courts (Remote Participation) Bill was read a first time and stood referred to a select committee.

Resolved, That the Justice and Electoral Committee consider the Courts (Remote Participation) Bill, that the committee report finally to the House on or before 31 May 2010, and that the committee have authority to meet at any time while the House is sitting (except during oral questions), and during any evening on a day on which there has been a sitting of the House, and on a Friday in a week in which there has been a sitting of the House, despite Standing Orders 187 and 190(1)(b) and (c) (Hon Nick Smith for Hon Simon Power).

1. Introduction of distinguished visitors

The Speaker informed the House that Hon Christian Porter, MLA, Attorney-General of Western Australia, was within the precincts of the Chamber.

The Attorney-General was welcomed with applause.

The Speaker also informed the House that a parliamentary delegation from the People’s Congress of the Tibet Autonomous Region, led by Mr Qianba Puncog, Chairman of the Standing Committee of the People’s Congress, was within the precincts of the Chamber.

The delegation was welcomed with applause.

2. Papers

The presentation of three reports was announced.

The Waikato-Tainui Raupatu Claims (Waikato River) Settlement Bill was set down for second reading.

5. General debate

Government motion—establishment of committee to consider electoral legislation

Resolved, That the House establish a committee to consider and report to it on such legislation concerning the referendum on the electoral system and reform to the electoral finance regime that may be referred to it; the committee to consist of 12 members to be nominated by parties to the Speaker as follows: New Zealand National 4, New Zealand Labour 3, Green Party 1, ACT New Zealand 1, Māori Party 1, United Future 1, and Progressive 1, and that the committee have authority to meet at any time while the House is sitting, except during oral questions; during any evening on a day on which there has been a sitting of the House; on a Friday in a week in which there has been a sitting of the House; and outside the Wellington area during a sitting of the House, despite Standing Orders 187, 189, and 190(1)(b) and (c) (Hon Gerry Brownlee).
