The House met at 2.00 pm.

Prayers

1. Papers

Three papers were announced as published under the authority of the House (see Related links for papers published under the authority of the House).

2. Select committee reports

The presentation of four reports was announced.

The Resource Management (Simplifying and Streamlining) Amendment Bill was set down for second reading.

The report on the Inquiry into the appointment of a Controller and Auditor-General was set down for consideration (see Related links for select committee reports).

3. Introduction of bills

The introduction of the Carter Observatory Act Repeal Bill was announced and the bill set down for first reading.

4. Questions for oral answer

Twelve questions to Ministers were answered.

5. Debate on a matter of urgent public importance

The Speaker notified the House that Keith Locke and Hon Phil Goff had each indicated their desire to move (for the purpose of debating the deployment of Special Air Service personnel to Afghanistan), That the House take note of a matter of urgent public importance.

The Speaker further notified the House that Charles Chauvel had indicated his desire to move (for the purpose of debating the announcement of an emissions trading scheme target range of ten percent to twenty percent below 1990 levels), That the House take note of a matter of urgent public importance.

The Speaker said that in his opinion both matters met the requirements of Standing Order 380(2). Under Standing Order 382 priority was given to the former matter, and to the first application received.

Keith Locke moved (for the purpose of debating the deployment of Special Air Service personnel to Afghanistan), That the House take note of a matter of urgent public importance.

The motion lapsed.

Crimes (Provocation Repeal) Amendment Bill

The Crimes (Provocation Repeal) Amendment Bill was read a first time and stood referred to a select committee.

Resolved, That the Justice and Electoral Committee consider the bill and that the committee report finally to the House on or before 19 October 2009, and that the committee have authority to meet at any time while the House is sitting (except during oral questions), and during any evening on a day on which there has been a sitting of the House, and on a Friday in a week in which there has been a sitting of the House, despite Standing Orders 187 and 190(1)(b) and (c) (Hon Simon Power).

The Speaker notified the House that Jeanette Fitzsimons had indicated her desire to move (for the purpose of debating the Government’s decisions to commit to an emissions reduction target range of 10 percent to 20 percent below 1990 levels by 2020), That the House take note of a matter of urgent public importance.

The Speaker informed the House that he had declined the application.

3. General debate

Hon Gerry Brownlee moved, and the question was proposed, That the House take note of miscellaneous business.

The motion lapsed.
