The Office of the Clerk supports the House of Representative and its committees by providing specialist legal, professional and administrative services. This involves everything from Hansard publishing to advising on correct parliamentary procedure – essentially any service that helps the Speaker and Members carry out their responsibilities to the House and its committees and ensure that House proceedings are properly documented and records maintained.
The Office of the Clerk is non-political and operates separately to both the Public Service and the Parliamentary Service. It’s been this way since 1988, when the Clerk of the House of Representatives Act was passed, and means that the Office is separate from the Government of the day; it’s there to provide services to parliament as a whole.
The Office is headed by the Clerk of the House, a position that’s existed since 1854. The Clerk is the chief executive and the Speaker’s adviser on parliamentary law and procedure. The role is also non-political, and the Clerk remains in the role no matter which party or parties form the current Government. The Office employs about 100 staff, and contains three business groups: The House Services Group; The Select Committees and Parliamentary Engagement Group; and the Organisational Performance Group.

Conditions of Employment at the Office of the Clerk
Full time employees are entitled to five weeks’ annual leave, up to six days of which must be used during the Christmas/New Year Office closedown period.
For employees with less than two years of recognised service the annual entitlement of sick leave is 10 days per annum. Employees with more than two years recognised service are allocated 15 days of sick leave per annum. Unused entitlements can be accrued up to 260 days. Entitlements are pro-rated for part-timers and employees on fixed term appointments, with a minimum entitlement of five days per annum. Sick leave may also be used to care for dependents.
Long service leave
Employees receive one week of long service leave after completing every five years of continuous service with the Office of the Clerk.
Eye Tests and glasses
Employees are entitled to be reimbursed for an eye test every two years. If new lenses are required the Office will reimburse costs, inclusive of the test, up to a maximum $650 (gross).
Parking within the parliamentary complex is available to permanent staff on a first come first served basis.
A confidential employee assistance programme is available on a free and voluntary basis to all employees of the Office.
Group scheme health insurance
Reduced premiums are available through a group scheme with Southern Cross Health Society.
All staff are entitled to loan publications from the Parliamentary Library and to access the newspapers, journals, on-line resources and other information in the Library’s extensive collection.
Parliamentary staff are eligible to enrol their children with the nearby Playhouse Childcare, a non-profit early childhood centre for children between six months and five years of age. PlayHouse is open from 8am to 5.45pm Monday to Friday.
Swimming pool and exercise room
The Speaker has authorised the use of the swimming pool and exercise room by people regularly employed within the parliamentary complex.
This is a self-serve café with lunches available all year round and evening meals when the House is sitting. It is also available for morning and afternoon teas. The meals are reasonably priced and range from sandwiches to full cooked dinners.

You can expect to hear from us within 10 working days of the application closing date. If you are long-listed at this stage you may receive a phone call as part of the recruitment process. If you are not selected to progress to the next stage of the recruitment process, you will be notified by email.
If you’re shortlisted, you’ll be invited to an interview with a panel of people, usually three. This is an opportunity for us to get to know you and for you to learn more about us and the role you’ve applied for. You will most likely be asked behavioural based questions on the key competencies required for the role.
You will be provided with a declaration form to complete and bring to the interview which will confirm that you’ve given us correct information, and that you give us permission to contact your referees. The declaration also covers a number of other matters including convictions, conflicts of interest and secondary employment. In some cases, we may ask you to attend a second interview to further assess your suitability for the role.
For some roles we may ask you to undertake psychometric tests and/or other forms of assessment to help the appointment panel determine your suitability for the role.
After the interview and any testing, if you are our preferred candidate, and you haven’t yet provided them during the process, we’ll ask for the names of two referees to contact for a confidential reference. These referees should ideally be two former managers you directly reported to.
Security clearance information and other relevant checks
Obviously security at Parliament is paramount, so we’ll check with the Parliamentary Service to see if you are known to Parliamentary Security. In addition to this, if you are successful we will also obtain from the Ministry of Justice a copy of their record of any criminal convictions that relate to you. It’s important to note that if you join the Office and the information we receive doesn’t match the information you gave in your pre-employment declaration, it may be grounds for dismissal. If you have mentioned any qualifications to support your application, we’ll ask you to supply proof of the qualification, such as a degree certificate.
Formal job offer
If you’re our preferred candidate, and everything else checks out, we’ll make you a formal offer by sending you a written employment agreement to sign. Please note that appointments to the permanent staff are provisional initially because they are subject to the outcome of any review that may be requested within 14 days of the notification of the appointment to staff.
