Should all vehicles have 3rd-party insurance before they can use the public roads?

Should all car owners be required to have third party insurance cover to drive on public roads in New Zealand? Many other countries require all cars to have a minimum of third party insurance as a requirement of registration.

While all road users in New Zealand are covered for personal injury claims by ACC, claims for property damage due to a crash will depend on those involved having insurance or the ability to pay.

If there were such a required level of insurance how should it be applied? There are a number of approaches taken ranging from inclusion in the registration, such as ACC levies, requiring proof at registration or when stopped by police.

A petition asking this question has been referred to the committee for its consideration and report to the House.
