
Established in 1985, the Parliamentary Service is a team of dedicated people working in communities across Aotearoa and on the parliamentary precinct to provide MPs and other key customers with the services they need to perform their roles.
We advise, protect, support, inform and enable – knowing our work supports a thriving democracy.
The Parliamentary Service supports New Zealand’s democracy in a few ways:
We provide administrative support to the House of Representatives, and Members of Parliament. This includes responsibility for maintaining the buildings on the parliamentary precinct, the provision of support staff for members, and services such as security, finance, IST, and onsite catering.
We also support staff in Electorate and Community offices across Aotearoa to work on local issues and represent members of parliament when they are in Wellington.

Who works for the Parliamentary Service
The Parliamentary Service is led by the Chief Executive, who is accountable to the Speaker.
The current Chief Executive is Rafael Gonzalez-Montero. He leads an executive leadership team which includes:
- Two Deputy Chief Executives
- Chief Information Officer
- Chief Financial Officer
- Chief People Officer
As of September 2024, the Parliamentary Service employed 638 full time equivalent staff. Parliamentary Service Corporate makes up 342.9 of those, while 295.1 work supporting Member’s of Parliament.
The Parliamentary Service’s functions are provided by two groups, supported by Human Resources.
This group provides support to members, their teams, and other government agencies to ensure that they can carry out their roles and responsibilities. Functions include:
- Members and Support Staff Experience
- Information Systems and Technology
- Travel
- Finance
- Research Services
- Library Collections and Information
- Parliamentary Engagement (shared function with Office of the Clerk)
This group ensures the running and logistics of the parliamentary precinct, and makes sure that it is a safe working environment. Functions include:
- Buildings Project Management Office
- Facilities and Assets
- Security
- Health, Safety and Wellbeing
- Catering
- Parliamentary Visitor Experience
Our legal status
The Parliamentary Service was established by the Parliamentary Service Act 1985 and continues under the provisions of the Parliamentary Service Act 2000.
The Service is accountable to the Speaker. The Speaker acts as the Responsible Vote Minister and determines the services that the Parliamentary Service will provide to members and to the House. The Parliamentary Service is not a ’government department’ but is part of New Zealand’s State Services.

The Parliamentary Service Supplier Code of Conduct sets out the standards and behaviours expected of all our suppliers. It reflects our commitment to lawful, ethical and responsible procurement that protects people, democracy and public trust. All our suppliers are expected to read, understand and comply with the Code of Conduct, as amended from time to time.
