Planning and accountability

The Office of the Clerk operates under a dedicated Act of Parliament (Clerk of the House of Representatives Act 1988) and is part of the legislative rather than the executive branch of government. It is subject to public finance legislation and to the financial oversight of the Treasury and of the Auditor-General. It is required to consult the State Services Commissioner in a number of personnel areas.

The Office of the Clerk provides the Speaker, as its responsible Minister, with the same suite of estimates and accountability documents that public service departments are required to provide to their Ministers.

It is subject to examination of its estimates and financial performance by the relevant subject select committee, which is usually the Government Administration Committee.

The Office administers a vote containing appropriations for its activities. The Speaker is the responsible Minister for the vote. The vote is determined as part of the Government’s Budget process in the same manner as departmental votes.

The Office also looks to the Standing Orders Committee to provide a stakeholder forum on some operational matters.

In addition to the core accountability processes required by law, the Office also has a 3-year strategic plan, which is reviewed yearly. The business groups within the Office produce work plans linked to the strategic plan. Human resources and information systems plans have also been developed.
